By looking at the diagram we can see that angle DCE is an outside angle

There is a special relationship between the outside angle and the arcs it intercepts

The theorem states that the outside angle is equal to half the difference of the intercepted arcs

In other words
outside angle= (arc AC - arc BD (the difference of the arcs))/(2)

Knowing this formula we can solve for DCE

So it would be
angle DCE= (238-arcDE)/(2)

Well we do not know what arcDE is

Since we are given that the other arc is 238 we can take 238 and subtract is from 360

this will give us 122

so you have angle DCE= 238-122/2

238 minus 122 is 116

Angle DCE-=116/2

Angle DCE=58 degrees
