In scientific notation, the number in front of a decimal must be a digit. In other words, the number cannot be larger than 9.

The number 0.0000078's scientific notation would be
7.8 * 10^-^6

In scientific notation, when the exponent is negative, you move the decimal to the left.

When the decimal is positive, you move the decimal to the right.

Since the exponent is -6, I will move the decimal in 7.8 6 times to the left.

7.8's decimal moved 6 times to left is equal to 0.0000078.

Therefore, the scientific notation for 0.0000078 is
7.8*10^-^6
