Someone please help. It should be an easy question but I am confused. Which sentence has a capitilization error.

(1)The Wilshire Neighborhood association wants to put speed bumps on Fremont Avenue. (2)Construction for the project will cost $600 per speed bump. (3)According to supporters, speed bumps will slow down traffic and make Fremont Avenue a pleasanter place for pedestrians.(4)People worry that the speed bumps will make the traffic on the avenue seem even worse than it is now.

the sentence with an error is 3

I’d say the first one is incorrect. Association should be capitalized since it’s apart of the name.
