1. Political leadership: Some political leaders were caught up in power struggles as some leaders whom wanted to gain favour from their community incited more violence and also provided misinformation.

2. Lack of conflict resolution processes: Also, there was a lack of conflict resolution process. The locals attacked foreign nationals as they believe that they're the owner of their resources and that the foreigners are enjoying their resources. There wasn't a proper conflict resolution process in place which could have helped in resolving the issue.

3. Few prosecutions: The locals believed there was a culture of impunity which further encouraged them to attack the foreigners because they believed that they won't be caught as there were few prosecutions.
