Explanation:

The distance between the point anywhere in the circumference of the circle and the centre of the circle is 2,


\sqrt{(1 - x {)}^(2) + {(3 - y)}^(2) } = 2 \\ 1 - 2x + {x}^(2) + 9 - 6y + {y}^(2) = 2 \\

Therefore the equation of circle is:


{x}^(2) + {y}^(2) - 2x - 6y + 8 = 0
