There was also a Council of 500 that had the responsibility of running the city and they were appointed by the citizens.

Rome was originally a Kingdom but deposed its king and became a republic where there was a bicameral assembly comprised of the Senate and Tribunes. The Senate however, wielded most of the power as it comprised of nobility and so led the Roman Republic until Augustus founded the Roman empire.
