Parallel means that the lines never intersect. If the equation of the new line is y=ax+b , then the system

y=ax+b

y=2x+5

needs to have no solutions. Subtracting the equations gives us

(a−2)x+(b−5)=0

In order for this to ever be 0 we need either a≠2 or b=5 , so to stop this from happening, we will require both a=2 and b≠5 .

Since our line now has the form y=2x+b , and (4,5) is on the line, then the equation

5=2⋅4+b

should be true. Since this implies that b=−3 , we have that the parallel line going through (4,5) has equation

y=2x−3
