'm' is the slope and 'b' is the y-intercept

the y-intercept is given but we need to find the slope

we can do so by using the points created by the x-and-y intercepts:

(0, 3/2) and (5/2, 0)

3/2 ÷ -5/2 = -3/5 (slope)

y = -3/5x + 3/2
