From my understanding I think this quote is important because it distributes the information that segregation and inequality are equal. That they both have had the same negative impact, and as the quote states it wouldn't make any difference to say that one wronged Black Americans, because either way they BOTH did, and they BOTH were wrong.

At least when comparing the two.
