I think the question is not the cost and the earnings per hour. Rathe it means the cost and earnings as a function of hours.

I wrote those equations. Then I filled in the tables.

The breakeven point, when cost and earnings are equal, is at 6 hours, when both cost and earnings are $54. That is where the two lines intersect in the graph.
