5x - 38 =
(1)/(2) (7x - 49) ( multiply both sides by 2 to clear the fraction )

10x - 76 = 7x - 49 ( subtract 7x from both sides )

3x - 76 = - 49 ( add 76 to both sides )

3x = 27 ( divide both sides by 3 )

x = 9

Then

RS = 5x - 38 = 5(9) - 38 = 45 - 38 = 7

5x-38=1/2*7x-49

2(5x-38)=7x-49

10x-76=7x-49

10x-7x=-49+76

3x=27

x=27/3

x=9
