Answer:

y = 9/4x -1/2

Explanation:

4x + 9y -2=0

solve for y: 4x-2=-9y

(4x-2)/-9 =

y =4/-9x-2/9

perpendicular means reciprocal of slope. So 4/-9 changesz to 9/4

For the point plug in y and x:

9/4*2+b=4

b = -0.5
