Half of 3 is 1.5(new radius)

1.5^2 = 2.25

2.25 x 3.14 = 7.065

7.065 x 2 = 14.13(area of two circles)

2 x 3.14 x 1.5 = 9.42

9.42(circumference) x 4(height) = 37.68(area of lateral)

Add the given areas:

37.68 + 14.13 = 51.81 cm2 is your answer.
