Answer: There is two event that needs to be made: 1. blue eyes, and 2. brown eyes. A spinner is made with a circle. A full circle has 360 degrees and it would be divided based on the probability of the event.

Blue eyes have 25% chance, so the angle of the spinner would be 25%*360°= 90°

Brown eyes have 75% chance, so the angle of the spinner would be 25%*360°= 270°

So, the 90° of the circle would be written as 1(blue eyes) and 270° of the circle will be written as 2(brown eyes).
