Answer: Every citizen is a soldier, implement guerrilla warfare: a type of asymmetric warfare often used by smaller and weaker military groups and groups that are easier to hide against larger and stronger enemies that are harder to hide. Guerrilla warfare includes ambushes, sabotage, surprise attacks, lightning strikes, and quick retreats.
