Answer: No

The Law of Conservation infers that the matter within a system will perserve its quantity (less there's an outside factor which disrupts the system). There should be more Cl within the products side of the equation, and more Br within the reactants side (there should be general adjustment to make this problem balanced), so that the matter is equal in quantity within both sides of the equation.
