I think this answer is correct because, A doesn't make sense because we weren't talking about a tornado but a hurricane. B doesn't make sense because we are rewording how they can forecast. C doesn't make sense becuse thats the sentance we are gonna reword. And D makes sense because it says in case not a hurricane is here already they can predict it.
