Answer:

length :16cm

wide :20cm

We have

Area of inner frame :16*20=320cm²

For

Total area =464cm²

(20+2x)(16+2x)=464cm²

320+32x+40x+4x²=464cm²

4x²+72x+320-464=0

4x²+72x-144=0

4(x²+18x-36)=0

x²+2.9.x+9²=9²+36

(x+9)²=117

x+9=√117

x=10.81-9

x=1.82[approximately]

So

width of frame;20cm+1.82+1.82=23.64cm

length: 16+1.82+1.82=19.64cm

Here length is smaller than breadth.
