C. 3/19
20 in total. If 1 is taken out, you will have 19. There is a total of 3 red beans left. So the chance of getting a red jellybean is 3/19

There are now 4-1 red beans (3) and 20-1 total beans (19) so 3 out of 19 are red meaning you have a 3/19 chance of getting a red bean
