Answer: the Louisiana territory had the Mississippi harbor (a VERY important strategical point) currently under the control of Napoleon ( France ) Thomas Jefferson was extremely worried if war broke out in in the United States that that point would be crucial in a win or loose situation and after the recent rampages of napoleons army Thomas Jefferson was not letting the Territory stay in the Frenches hands so the US sent two people and due to napoleons bitterness after loosing the country of Saint-Domingue or Haiti Napoleon gave in and sold the territory
