It would be almost impossible for Japan to defeat a country of America’s size and economic strength in a long war. The attack on Pearl Harbor was Japan’s only hope of gaining a victory America would recover but by the time it did the Japanese army would have established a defensive perimeter of naval and air bases to protect its vast territory. They thought the US would think a counter attack would be to costly and difficult to launch. The US might accept a peace offer and leave Japan in possession of its newly won empire. Even if the US decided to fight they believed they would now have access to the raw materials of South East Asia and be in a much stronger strategic position.
