This idea is expressed in the preamble, when it notes that "We the People" are the ones who established the Constitution. The idea also appears in Article I, which describes how the people of each state elect a representative government. This system allows elected officials to make decisions that represent the needs of the people in their states. Both sections of the Constitution establish that popular sovereignty is an important part of the government.
