The moon has a weaker gravitational pull than Earth. It will be much easier to launch a rocket from the moon because of that. Not to mention it is closer to Mars.

It would help keep track on the moon and the earth at the same time, if they make a base on the moon they can get more information about it and maybe do it faster then going back and fourth to the moon then back to earth
