If the executive branch of government is the one who enforces the law, does this mean that the president has the power to imprison criminals?

The power is now enshrined in Article 11, section 2, Clause 1, of the US Constitution, which provides that the President “shall have power to grant reprieves and pardons for offences against the United States, except in cases of impeachment”.
