We can find this by doing 60 / 16 = 3.75

Then we need to find his average speed. We can find this by doing

18.4 * 3.75 = 69

To find how much he exceeded the speed limit, we will subtract 55 from 69

Therefore, Femi's average speed exceeded the speed limit by 14mph.
