The most suitable is B.
Because we expect the understanding of a concept by practicing it, yet the dog still cannot comprehend the concept even when actively doing it.

Answer: B. Every training session in the backyard ends up with the same results — Smokie just doesn't understand the rules of fetch.

Explanation: This could be your right answer but most dogs don't really get the hang of fetch they like to play and dogs love their treats but they are just wanting the treats. And other dogs sometimes get the hang of fetch.
