Explanation:

Two figures are similar if the figures have the same shape but different size

Two figures are congruent if they have the same shape and size.

So, if we dilate a given figure (by any factor different than one) then we are changing the size of this figure.

Finally, a figure and its dilation can't be congruent, as these figures have different size (but still have the same shape, so the figures are always similar)

Then Heather is correct.
