Did Lincoln free all the slaves? If not, what slaves did not gain their freedom under the proclamation? Why do you think that is ?

1.The Emancipation Proclamation didn't actually free all enslaved people. Since Lincoln issued the Emancipation Proclamation as a military measure, it didn't apply to border slave states like Delaware, Maryland, Kentucky and Missouri

so no he didn't

2.The Proclamation applied in the ten states that were still in rebellion in 1863, and thus did not cover the nearly 500,000 slaves in the slave-holding border states (Missouri, Kentucky, Maryland or Delaware) which were Union states. Those slaves were freed by later separate state and federal actions

3.i dont know why i think that is

Lincoln's Emancipation Proclamation of 1863 freed enslaved people in areas in rebellion against the United States. He had reinvented his "war to save the Union" as "a war to end slavery."
