Why was the Ottoman Empire able to commit a genocide against Armenian people during the war?

These acts were committed under the cover of a news blackout on account of the war and the government proceeded to implement its plans to liquidate the Armenian population with secrecy. Therefore, the Young Turks regime's true intentions went undetected until the arrests of April 24.
