There is a single bond present between Hydrogen and hydrogen.
Hydrogen has valency 1
So inorder to complete octet both electrons share 1 electrons.
So they has restriction only to acquire covalent bonded electron not others

Because it is a covalent bond meaning that they share the electrons to achieve full valence.
