Explanation:

(1,4). y=mx+b or 4=7 × 1+b, or solving for b: b=4-(7)(1). b=-3.

(3,18). y=mx+b or 18=7 × 3+b, or solving for b: b=18-(7)(3). b=-3.

hence, y=7x-3

This is the slope intercept form for the points, not sure if you wanted it in standard form or point slope form...
