11 Teacher = X students ( let no. of student be x)

Now,

1 teacher = 18/3

= 6 students

So, If 1 teacher is there then 6 students can play chess.

again,

No. of teacher = 11

No.of students = X

Now,

X= No.of teacher × No.of students for 1 teacher.

= 11 × 6

= 66

So , 11 Teachers can handle 66 students.

There propotion is 11/66 = 1/6 = 1:6.
