 A president usually honors the principle of senatorial courtesy in appointing judges to district courts. Why is this?

Answer:

The United State constitution says that ALL Judiciary appointments by the President are to be taken up by the United States Senate. A president can do that to fill the courts with Conservative or Liberal Views, or because he wants to fill as much as possible.
