Governments are introduced among men, they only pulled the powers of the consent of the control, when it is a form of government destructive of these goals, it is the right of the people to change or abolish it, and to make new government, its foundation on such principles and his organization may be in such a form, and they will probably seem to achieve their safety and happiness.
