Glasnost ("Openness") was a reform policy introduced by Gorbachev, the policy was intended to reduce corruption and deregulate the media. Glasnost unintentionally decentralized the Soviet government.

Perestroika ("Reconstructing") was another reform policy introduced by Gorbachev that was intended to install some market economy elements into the Soviet Union's economy. Under this policy, Gorbachev decentralized economic controls, moving the economic system away from a command economy, to a mixed economy. With this new economic reform, Western countries were willing to expand their operations and businesses to Russia.
