B. Pennsylvania farmers were upset about a tax on whiskey.

The Whiskey Rebellion was a protest to the excise tax (on whiskey) proposed by Alexander Hamilton, the Secretary of Treasury. President George Washington personally sought to end the protest himself and lead a militia to Pennsylvania to intimidate the protestors.
