Answer:

It required the President to report to Congress within 48 hours after taking military action. It further stated that Congress needed to approve any military action from the President that lasted more than 60 days. This was the result of Nixon authorizing secret bombings in Cambodia during the Cold War as well as LBJ's unlimited power due to the Tolkien Gulf Resolution.
