It’ll be false

The phrasing "x grows very small" is the same as saying "x gets more negative". So it starts off with x = -1, then goes to x = -2, then to x = -3, etc etc
Visually x is moving to the left
As you move to the left along this curve, you'll eventually go downhill at some point and keep going downhill. So overall, y is getting more negative as well. This means the function is falling as you move to the left.

We can see this numerically. If x = 0, then y = 0 after plugging it into y = x^3-3x^2+2x
Then plug x = -1 into that same equation and you should get y = -6
Plug x = -2 into that equation and you should get y = -24
The progression from y = 0 to y = -6 to y = -24 shows y getting more larger in the negative direction.
