Answer:

$y \: intercept : when \: x = 0 \\ y = (3 * 0) - 1 = - 1 \\ = > (0, - 1) \\ x \: intercept : when \: y = 0 \\ 0 = 3x - 1 \\ x = (1)/(3) \\ = > ( (1)/(3) ,0) \\ intercepts : (0, - 1) \: and \: ( (1)/(3) ,0)$
