So, when you read it at first, it doesn't seem to match in any way. Well look at it from left to right. If you take notice of the bottom numbers, 1 to 9 is a difference of 8. And 2 to 13 = a difference of 11. 8-11 = a plus 3 system. Likewise, 3 to 17 = 14, or, 11 +3.
