No this is not true.

Explanation:

An integer is a whole number and not a fraction.

An integer can be 0, 1, 3, 16, 18, 100, etc.

But an integer is either 0 - infinity.

For 8 * 10^m to equal 8, it has to be a fraction.

So, m can not be a integer. This is wrong.
