When a bi-polar question is asked, it takes the form of a yes or no question when in fact the person who asked it wants more of a detailed explanation of the subject at hand instead of a simple yes or no.

When you asked if the person saw what happened to Dave Chappelle, the person could easily reply with either a yes or a no which would not be good for you because you wanted to know what it was that happened to Dave Chapelle.
