In a watershed, why would the water be cleaner near the top where it just rained as oppose to the bottom where the water collected?

Because the Pollution and oil from streets and dirt, etc... on land would be washed down to or brought to the low collection point of the watershed therefor the fresh rain would be cleaner than the collection of polluted dirty water
