x is the "independent variable." You choose the values, subject to the requirement that -3 < x < +3. The function will return the y values, which are dependent upon the inputs x. This will give you a good number (e. g., 5) points to plot. Draw a line through these points to obtain a graph of

y = 3x + 1. And so on. You need to go through this procedure once for each of the 3 given functions.
