In times of crisis they were allowed to appoint a dictator with absolute power. interpret the laws in place of the judges. make new laws instead of the legislature. take over command of the army and navy. As part of their executive functions, the consuls were responsible for carrying into effect the decrees of the Senate and the laws of the assemblies. The consuls were the chairmen of the Senate, which served as a board of advisers.
