Explanation:

find slope and y-intercept first:

for slope I used the formula with these two points: (0,5) and (-1,0) and the y-intercept can be seen at (0,5)

so equation is y = 5x + 5

but we need to select an inequality symbol, because line is dashed it must be either > or <

I used the point (0, 0) to determine the sign:

is this true or false? 0 > 5(0) + 5 False

so the sign must be <

Check: is this true or false? 0 < 5(0) + 5 True
