Explanation:

Lets say x is the number of rides that Daniel chooses to go on.

The rides cost 1.5 $, so lets multiply 1.5 * x

4 $ is the admission cost, so lets add that in. 1.5x+4

Whatever he spends must be less than 25$ since he cannot go past 25$ or he would be in debt

So the inequality would be 25≥ 1.5x+4

You can simplify it as you do for equations

Subtract 4 from both sides: 25-4≥1.5x+4-4

21≥1.5x, divide both sides by 1.5

21÷1.5≥1.5x÷1.5

14≥x

since x is the number of rides that Daniel can go on, he can go on 14 rides or less
