y = -5/2x + 27/2

Explanation:

line formula is y = mx + b

perpendicular means number next to the x (slope or m) becomes a negative reciprocal

2/5x -> -5/2x

then use point slope formula

y - y1 = m (x - x1)

y - 6 = -5/2 (x - 3)

y - 6 = -5/2x + 15/2

y = -5/2x + 15/2 + 6

y = -5/2x + 15/2 + 12/2

y = -5/2x + 27/2
