Honestly? I just can't see it being anything else. When I think of trading/buying with neighbors or locals, I immediately think, "oh, there supporting a fellow business/group/etc", instead of mimicking or trying to control.

Then again, if this is based off a class book, I may be missing details to support this since I don't read it myself.
