Explanation:

plug in the slope of -3 and the point (3, -1) into the equation: y = ax + b to find b. (the slope of -3 = a)

=> -1 = 3(-3) + b

=> b = 8

plug in b= 8 & the slope of -3 into the equation: y = ax + b

=> y = -3x + 8
